      9. Relevant : Experience At least 20 years’ experience in large Information Technology (IT) project execution and system operation covering followings: 1. Overall planning, management and execution of large IT projects 2. Using project management approach to manage project roles, identify resource requirements, meet training needs, define project deliverables, provide customer/user satisfaction and reporting structures and insure quality of project 3. Identifying the technical approach to be used on a given project and managing the system development and infrastructure selection, installation and commissioning processes. 4. Architecting, planning, designing, constructing, testing, operating and maintaining a large, database oriented, integrated, state-of-the-art IT system including hardware, system software, application software, network (local area as well as wide area) infrastructure and security system 5. Applying modern software engineering practices such as agile methodology, modeling, quality assurance (QA) and test/QA set up
      10. 6. Understanding of a 24×7 Datacenter operation 7. Liaison with senior Government/Semi-Government and Industry officials and bodies for smooth and successful program execution 8. Management skills necessary to function effectively in a senior position
      11. Responsibilities for the position include: Building, operating and maintaining the IT infrastructure & Contents of NDL Assigning, scheduling, reviewing, and monitoring project work to ensure project progress and completion on time and within budget.  Defining the responsibilities of parties involved in the project including IT team, Content team, PIs, Contributing and Participating Institutes, vendors and others involved in the project. Driving Content contributing institutes to ensure timely availability of Contents Identification, tracking, monitoring and communication of project-related issues, scope changes, variances and contingencies that may arise during the implementation of the project and amicably negotiating the same. Identification of technical approach to be used on various components of the project, system design alternatives, researching existing systems in the marketplace and recommending viable solutions Management of the system development process including the development of a strategic plan, systems analysis, technical design, coding, testing and acceptance of the system. Development of tender document, evaluation, and selection of vendors. Manpower requirement identification for the NDL project, recruitment and training and keeping them motivated
      12. Reporting/presenting regularly project status/progress to all concerned stakeholders and institutes involved in the project
      13. Organizing and conducting project meetings Coordination with vendors and outsourcing agencies to derive necessary support for smooth operation of the NDL data center Ensuring compliance with all license agreements and contractual requirements User liaison/rapport and ensuring user satisfaction Maintaining effective communication and supporting relationship with all stakeholders of the project and project team members. Effective liaison with NME-ICT, MHRD, Review Committee, Advisory Committees, Contributing & Participating Institutes Providing leadership to the NDL project team
