Executive Director & More Vacancies On Contract Basis

Applications are invited from eligible Indian citizens for the posts/positions of (i) Editor-in-Chief cumChief Executive, LSTV (ii) Senior Technical Manager (iii) Executive Director (Programmes) and (iv) Executive Director (Marketing & Promotion) in Lok Sabha Television Channel, as per details given below:

METHODS OF RECRUITMENT AND ELIGIBILITY FOR THE POST OF EDITOR-IN-CHIEF CUM CHIEF EXECUTIVE, LSTV:

  1. Deputation: By selection from serving officers of Central/State Governments or Public Sector Undertakings/Autonomous Bodies: (i) holding analogous posts or having 03 years regular service in the
  2. Pay Band: Rs. 37400-67000 (PB-4) + Grade Pay: Rs. 10000 or equivalent, and (ii) having 10 years experience in television or electronic media management. No age limit has been prescribed for appointment by deputation. The period of deputation shall be initially for 2 years or up to the date of superannuation of applicant, whichever is earlier. The other terms and conditions of deputation will be in accordance with the instructions consolidated by DOPT vide their O.M. No. 6/8/2009-Estt (Pay II) dated 17 June 2010 adopted by Lok Sabha Secretariat vide R&CS Order No. Misc. 87/2011 dated 04.02.2011.ORB. On Contract: By selection from amongst candidates: (i) having at least 15 years of experience in the field of media including 5 years in top managerial/editorial position; and (ii) having high professional standing and recognised expertise and experience in media related fields viz. management of a newschannel, production of public-affairs/news-based programmes, coverage and live telecast of special events, marketing and revenue generation etc.

SCALE OF PAY/REMUNERATION/FEE:*

  1. Deputation: HAG Scale of Rs. 67000-79000.
  2. On contract: Consolidated remuneration (Fee).

METHODS OF RECRUITMENT AND ELIGIBILITY FOR THE POST OF SENIOR TECHNICAL MANAGER IN LSTV: DeputationBy selection from Officers of Central/State Governments or Public SectorUndertakings/Autonomous Bodies:-(i) (a) holding analogous post.OR(b) In the pay band of Rs.15600-39100 (PB-3) + Grade Pay Rs.7600 with 03 years regular service in the grade.OR(c) In the pay band of Rs.15600-39100 (PB-3) + Grade Pay Rs.6600 with 06 years regular service in the grade.~2~AND(ii) Possessing Degree in Electrical/Electronics Engineering or M.Sc. Degree in Physics with wireless communication or Electronics as a special subject from a recognized University or equivalent and well versed with various engineering aspects relating to transmission of TV programmes with at least 07 years experience in the relevant field.The maximum age limit for appointment by deputation shall be 56 years as on closing date of receipt of applications. The period of deputation shall be initially for 2 years or up to the date of superannuation of applicant, whichever is earlier. The other terms and conditions of deputation will be in accordance with the instructions consolidated by DOPT vide their O.M. No. 6/8/2009-Estt (Pay II) dated 17 June, 2010 adopted by Lok Sabha Secretariat vide R&CS Order No. Misc. 87/2011 dated 04.02.2011.ORB.   1. Deputation: Rs. 15600-39100 (PB-3) + Grade Pay Rs.8000.
  2. On contract: Consolidated remuneration (Fee).

METHODS OF RECRUITMENT AND ELIGIBILITY FOR THE POST OF EXECUTIVE DIRECTOR (PROGRAMMES) IN LSTV:
ONLY ON CONTRACT BASIS:- By selection from amongst candidates holding senior positions in the field of Television/Electronic Media,preferably with 10 years experience in a reputed Television Channel/Television Production House andpreferably possessing a professional degree from a recognised University/Institute. Should have a highprofessional standing and recognised expertise in management of a News Channel, inter alia, in organizinglive telecast of important public events and planning and development of public interest and Governancerelated programmes. An in-depth knowledge of Parliamentary practices and procedures is essential.

SCALE OF PAY/REMUNERATION/FEE*: Consolidated remuneration (Fee).

METHODS OF RECRUITMENT AND ELIGIBILITY FOR THE POST OF EXECUTIVE DIRECTOR (MARKETING AND
PROMOTION) IN LSTV: ONLY ON CONTRACT BASIS: By selection from amongst candidates (i) having at least 10 years professional experience in the field of marketing including minimum 03 years experience in a senior position in the field of Marketing/Promotion/Sales in a reputed private or public concern (ii) experience of working in theGovernment or private sector and having familiarity with Parliamentary practices and procedures ispreferable.

SCALE OF PAY/REMUNERATION/FEE*: Consolidated remuneration (Fee).

The terms and conditions for contractual appointment shall be as under:(i) The period of Contract shall be initially for two years, for both Editor-in-Chief cum ChiefExecutive, LSTV, and for Senior Technical Manager and three years for both ExecutiveDirector (Programmes) and Executive Director (Marketing & Promotion) in Lok SabhaTelevision Channel which may be extended, subject to satisfactory performance.(ii) The maximum age limit for contractual appointment shall be 65 years for Editor-in-Chiefcum Chief Executive, LSTV , 60 years for Senior Technical Manager and 56 years forboth Executive Director (Programmes) and Executive Director (Marketing & Promotion) ason closing date of the receipt of applications.(iii) The incumbent will be extended the facility of health cover through mediclaim policy forwhich all expenses will be borne by the Lok Sabha Secretariat.(iv) The incumbent shall have to give one month notice or deposit an amount equal to onemonth remuneration if she/he wishes to terminate the contract.(v) The services of the incumbent shall be terminated without notice in case her/hisperformance is found to be unsatisfactory.(vi) The appointment shall not vest any right to claim regular appointment in Lok SabhaTelevision Channel or continued contractual appointment.(vii) The decision of Hon’ble Speaker, Lok Sabha shall be final in respect of all the matters notspecifically provided for.VI. No residential accommodation will be provided to the incumbents from Lok Sabha Secretariat Pool.

SELECTION PROCEDURE: Eligible candidates will have to appear for a personal interview before aSelection Committee constituted for the purpose. For post nos. (i) & (ii), the candidates applying foreither method of recruitment shall be considered together by the Selection Committee. Dependingupon the suitability of the candidate, the terms of appointment shall be settled by way of eitherdeputation or contract.The applicant, once selected, will not be allowed to withdraw his/her candidaturesubsequently. She/he will be required to join immediately.
