Detail of Ministry of Water Resources (MoWR) Chief Engineer, General Manager Recruitment:

Applications are invited for filling up of the statutory posts of Chief Engineer Level- and General Manager in Pay band4 – Rs. 37,400 – 67,000 + Grade Pay — Rs.10,000/-) by deputation (including short-term contract) in the Brahmaputra Board, Guwahati – a statutory body established under the Brahmaputra Board Act of Parliament (46 of 1980). The Brahmaputra Board functions under the administrative control of the Ministry of Water Resources, River Development & Ganga Rejuvenation.

  1. 2. BRIEF JOB RESPONSIBILITIES: Chief Engineer Levell. He shall be responsible for preparation of Master plan for river basins in the NE Region, planning and design of different water resource projects, preparation of DPRs for Drainage Development Schemes as identified in the Master Plans and Preparation of DPRs for River Valley Projects. General Manager: (i) The General Manager, as the Chief Executive Authority of the Board, shall be responsible for the proper administration of the affairs of the Board. He shall prescribe and assign the duties of all officers and staff of the Board who are subordinates to him and shall exercise such supervision and disciplinary control as may be necessary and shall coordinate the activities of various units under the Board. (ii) The General Manager shall also exercise and discharge such of the powers and duties of the Chairman, as may be delegated to him by the Chairman and as may be determined by regulations. (iii) The General Manager shall also exercise the powers and duties as hereinafter prescribed under rule 16 in matters pertaining to budget and allocation or reappropriation of grants. –

ELIGBILITY CRITERIA: For Deputation (including short term Contract) (i) Chief Engineer Levell: Officers under the Central Government Of State Government or public sector undertakings or recognized Research Institutions or statutory organizations: A)i) holding an analogous post on a regular basis in the parent cadre or department, or ii) holding the post of Additional Chief Engineer in the Pay band4 with pay scale of Rs. 37,400 – 67,000 plus grade pay of Rs. 8900 with two years regular service in the grade or with three years combined regular service in the grades of Additional Chief Engineer and Deputy Chief Engineer, and (B) Possessing the following educational qualification and experience – Essential (i) Degree in Civil Engineering from a recognized University, and (ii) Seven years experience in the field of Investigation, Planning, Design, Execution, Operation and Maintenance of Water Resources Development Projects, or (iii)Seven years experience in the preparation of Master Plans, Comprehensive Plans for Flood Management, River Training Works and General Administration shall be considered as an additional qualification Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceeding this appointment in the same or some other Organisation or Department of the Central Government or State Government shall not ordinarily exceed five years. Note 2. The maximum age limit for appointment by deputation shall not exceed fifty eight years as on the closing date of receipt of applications (ii) General Manager. Officers under the Central Government or State Government or public sector undertakings or recognized research institutions or statutory organizations: (A)i) holding analogous post with two years regular service in the grade in the parent cadre of department, or (ii) holding the post of Additional Chief Engineer in the Pay band4 with pay scale of Rs.37400 – 67000 plus grade pay of Rs. 8900 with two years regular service in the grade in the parent cadre or department or with three years combined regular service in the grades of Additional Chief Engineer and Deputy Chief Engineer. and (B) Possessing the following educational qualifications and experience. Essential: (i) degree in Civil Engineering from a recognized University, and (ii)eight years experience in the field of Investigation, Planning, Design, Execution, Operation and Maintenance of Water Resources Development Projects, or (iii)eight years experience in the preparation of Master Plans, Comprehensive Plans for Flood Management, River Training Works and General Administration All India Service officers holding the post in the Pay band4 with pay scale of Rs. 37400– 67000 plus grade pay of Rs. 8900 with two years of regular service in Central Government or State Governments or officers holding the post in Pay Band – 4 with grade pay of Rs. 8700 with three years regular service and having experience of working in Water Resources Department.
