Applications are invited from interested candidates to work as consultants with the National Skill Development Agency, an autonomous body under the Government of India.
NSDA aims to utilize the knowledge, energy and fresh way of thinking of young social leaders in the country with the potential to transform the emerging landscape of skill development as an outcomes-based activity including general education as well as Technical & Vocational Education and Training (TVET) in India. For this purpose, the Government of India has notified the National Skills Qualifications Framework (NSQF), and is now in the process of operationalizing the same.
Three candidates would be selected who would report to the Director General, NSDA, Government of India, to develop a framework for bringing a catalytic change in the skill development space in the country. A major objective will be to work with various sectors of the economy to identify strategies to operationalize the NSQF and in the process, help revamp the existing Government programmes, identify additional interventions, and improve employability of the youth to bridge the supply gap of skilled manpower faced by the industry.
The selected candidates will work closely with the India office of the European Union, the Asian Development Bank, the World Bank, International Labour Organization, various State Governments, as well as other multi-lateral agencies and Central Government Ministries as required, to implement youth employability enhancement strategies at the ground level. They will also be expected to lead research on global interventions and best practices in this space, adapt them to an Indian context, vet them through domestic and international experts, design and run pilot programmes to collect primary evidence if required, and develop scale-up models for broader implementation in the country.
Intervention areas such as the ones listed above will be given to the selected candidates. However, the scope of the programme would not be limited to these and may include many more areas, including improving inclusiveness of skill development programmes by focusing on socially and economically disadvantaged sections of the society, persons with disabilities, as well as people living in remote and difficult pockets
The selected candidates will work in close coordination with senior officers of the Government, peoples’ representatives, and various institutions of the Government of India and State Governments engaged in skill development. They will be expected to attend periodic lectures, knowledge-sharing sessions and tour related to their work area
- Eligibility : The programme is open to young, dynamic, exceptional thought-leaders who are committed to driving meaningful, measurable change in society. Candidates having Bachelors Degree in Engineering, Technology/ MBA/ Masters in Economics or Social Work or Development Studies or in relevant field may apply. Ideal candidates will be those who have done Masters from Tier 1 institutes in India / abroad with consistently outstanding academic records. Prior experience of working in a national / multi national social sector setup, policy making / advisory roles, particularly with the Government of India is desirable, but non-mandatory. Experience of handling skill development programmes or other development programmes would be preferred. Familiarity with the use of Information and Communication Technologies (including basic tools such as spreadsheets and data analytics packages), social media, etc. is necessary. The applicants must have excellent written and spoken English language skills, and should have the maturity and tact to work and navigate their way through the sometimes conflicting viewpoints of critical stakeholders.
- The applicant shall have age between 23 and 35 years.
- Remuneration and Contracting Terms The selected candidates will be paid consolidated amount between Rs 40,000 and Rs. 60,000 per month depending on his /her qualification and experience. The selected candidates will be entitled to mode and class of travel, hotel accommodation while on tour etc as applicable to officers of central government posted drawing Grade pay of Rs. 6600/- per month. Selected candidate will be eligible for 8 days casual leave in a year. The selected candidates shall not be entitled for any other allowances such as dearness allowance, residential telephone, transport facility, residential accommodation, personal staff, CGHS, medical reimbursement etc. No TA/DA shall be admissible for joining the assignment or on its completion. The initial contracting period shall be of one year, extendable by another year based on individual performance and mutual consent. The contract shall not entitle the selected candidate to any claim of government service in any manner.
The selection of candidates would be done through a two-step process. The first stage shall consist of an offline shortlisting based on curriculum vitae, and an introductory pitch. The introductory pitch in any multimedia format must be prepared by the candidate herself / himself depicting their credentials. The second stage shall consist of a personal interview for shortlisted candidates, followed by a contracting offer for successful applicants.
