Chairman and Managing Director

  1. The Public Enterprises Selection Board (PESB) is seeking qualified candidates for the post of CHAIRMAN AND MANAGING DIRECTOR, OIL INDIA LIMITED in schedule “A” of the CPSE, the scale of pay of the post being Rs.80,000-1,25,000 (revised). A copy of the job description for the post is enclosed.
  2. It is requested that names of candidates seniority-wise who are found suitable for the said post as per the requirements indicated in the job description alongwith their up-to-date bio-data (in the prescribed form) duly endorsed may kindly be forwarded to PESB by 29th AUGUST, 2014. It is also requested that advance action may be taken to keep the ACRs for last 5 years, of those candidates ready alongwith their latest vigilance profile [(i) penalty imposed, if any during the last 10 years (ii) details of disciplinary action initiated/being initiated if any, etc.] to be furnished as and when the selection meeting is scheduled.
  3. In case the relevant details are not received within the stipulated time, it will be assumed that there are no eligible candidates to be sponsored for the post.

ELIGIBILITY

  1. AGE: On the date of occurrence of vacancy
    • Minimum 45 years.

  2. QUALIFICATION AND EXPERIENCE:The applicant should be a graduate with good academic record from a recognized university/institution. He should possess adequate experience at a senior level of management in a large organization of repute. Persons with Technical/MBA qualifications and having experience in management and familiarity with Finance, Marketing/Production will have added advantage. Knowledge of Petroleum/Oil industry is desirable.
  3. PAY SCALE: Central Public Sector Executives.Executives holding posts in the pay scale of:
    • Rs. 8250-9250 (IDA)
    • Rs. 11500–13500 (IDA) Post 01.01.1992
    • Rs. 23750–28550 (IDA) Post 01.01.1997
    • Rs. 62000–80000 (IDA) Post 01.01.2007
    • Rs. 22400-24500 (CDA)
    • Rs. 37400–67000 + GP Rs. 12000 (CDA)The minimum length of service required in the eligible scale will be one year for internal candidates, and two years for others as on the date of vacancy.(b) Government OfficersGovernment officers of the level of Additional Secretary in Govt. of India or on equivalent scale of pay or Lieutenant General in the Army or equivalent rank in Navy/Air Force, on the date of application will be eligible for consideration on immediate absorption basis.
  4. DURATION OF APPOINTMENT : The appointment shall be for a period of five years or upto the date of superannuation whichever is earlier.

  6. CERTIFICATION BY CANDIDATE Candidate has to submit his/her willingness for the post at the time of interview itself clearly stating that he/she will join the post, if selected. If any candidate, does not initially give his/her willingness, he/she will not be interviewed. b) If any of the candidates who appeared for the interview and is selected by the PESB, gives his/her unwillingness after the interview is held, but before the appointment is processed, would be debarred for a period of two years for being considered for a Board level post in any PSE other than the one to which the candidate belongs. c) If any candidate gives his/her unwillingness after the issue of offer of appointment, he/she would be debarred for a period of two years from the date of offer of appointment from being considered for a Board level post in any PSE other than the one to which the candidate belongs. d) In the above cases, no request for relaxation or otherwise would be entertained.

Oil India Limited intends to hire the following Instrumentation Engineers on contract basis for its onland operations in Assam purely for temporary requirement. The contract would be for a minimum period of six months, extendable by three six months tenure upto a maximum period of two years depending upon requirement and the performance of the individual. The details are given below:

Experience requirement, Job profile & responsibilities Skill and Post Qualification Experience:

  1. Minimum 3 (three) year(s) of working experience in maintenance, calibration, repairing & testing of both Pneumatic & Electronic Instrumentation in any Govt./Public/Private sector organization of repute.
  2. The candidates should have awareness on current development of instrumentation technology and knowledge of different codes & engineering standards as applicable.
  3. The candidate should be capable of reading & understanding the P&ID, PFD, System configuration drawings, wiring diagrams, loop drawings, cable layout & instrument installation & hook-up drawings etc.
  4. The candidate should be capable of doing fault finding in instrument control panels with electronic/ pneumatic control logic and sequence control & safety shutdown devices.
  5. The candidate should have adequate knowledge of safety related instrumentation system used in hydrocarbon industries.
  6. Experiences on Advanced Instrumentation Systems like PLC (Programmable Logic Controller), Field-Bus Technology (FF, Profibus), SCADA, Distributed Control System (DCS) e.g. STARDOM/DeltaV/ AC800F, drilling rig instrumentation system etc. will be an added advantage.

Job Profile:

  1. Attending instrument breakdown reports received from Oil & Gas installations with proper planning and record keeping utilizing optimum resources available in a cost effective manner.
  2. Preparation of preventive maintenance schedule of instrumentation systems and execution of the same in consultation with respective Sectional heads/ Installation Managers.Duliajan – 786 602, Assam- :
  3. Repairing, servicing, calibration & testing of pneumatic and electronics instruments on day to day basis in instrumentation workshops utilizing available test/calibration equipments and keeping test & measuring instruments of instrumentation workshops in good operating condition.
  4. Strict adherence to ‘Safe Operating Procedures (SOP)’ including prevailing safety policy & practices of OIL and other statutory regulatory bodies like OISD, DGMS.
  5. Monitoring & control of inventory, stock & spares of various instrumentation systems.
  6. Requirement analysis, identification of suitable instrumentation system with proper technical specifications and installation & commissioning in field installations.

SELECTION PROCESS

  1. Eligible/Short listed candidates will be required to appear for (i) Written Test (Objective as well as Subjective Type), (ii) Group Discussion (GD) and (iii) Viva – Voce.
  2. Screening and selection will be based on the details provided by the candidates. Hence, it is necessary that applicants should furnish only accurate, full and correct information. Furnishing of incomplete, wrong / false information will be disqualification and OIL will NOT be responsible for any consequence of furnishing of such wrong / false information. If at any stage during the recruitment and selection process, it is found that the candidates have furnished false or wrong information, their candidature will be rejected.

REMUNERATION PACKAGE

  1. Selected candidates will be placed in the pay scale of ` 20600 – 3% – 46500 (starting Basic pay of ` 20600). The selected candidates will have to serve a probationary period of one year and will be confirmed after successful completion of the same. Duliajan – 786 602, Assam
  2. Approximate total emoluments in Grade ‘A’ at minimum of scale will be around ` 50000 pm. In addition to the Basic pay & Dearness Allowance (DA), other benefits include HRA or Company leased/owned accommodation, Leave encashment, free medical benefits for self & dependents, Gratuity/PF, Superannuation benefits, etc. as per rules of the company.

PHYSICAL FITNESS : Appointment to the above posts will be subject to the candidates being medically fit as per the Standards prescribed for the post by the OIL Medical Board. The provisionally selected candidates will have to undergo Pre Employment Medical Examination (PEME) conducted by the OIL Medical Board and will be finally selected to join OIL only after he/she is declared medically fit by OIL Medical Board. The decision of the OIL Medical Board will be final and binding.

POSTING : The posting of the selected candidates can be in any of the operational areas/offices of OIL as per requirements of the company. The services are also transferable as per requirement of the company.

GENERAL INFORMATION AND INSTRUCTIONS

  1. Only Indian nationals can apply for the above post.
  2. The prescribed qualifications are minimum and mere possession of the same does not entitle candidates to be called for Written Test. Only short listed candidates will be called for Written Test.
  3.
