Physical Research Laboratory (PRL), a premier scientific and research institute, is an autonomous body under the Department of Space, Govt. of India. It has four campuses including two at Ahmedabad and two observatories, one each at Mt. Abu and Udaipur. PRL is looking for a suitable candidate to fill the position of Head of Administration, designated as the Registrar. The candidate should be a dynamic and a motivated administrator, fully conversant with the administrative rules and procedures in scientific institutions

  1. Essential Qualification, Experience(i)   MBA with 14 Years experience in Group A* Services out of which 2 years experience in   Pay Band (PB) 3 of Rs. 15600‐39100 with Grade Pay of Rs. 7600 as per 6th CPC/erstwhilescale of pay of Rs. 12,000‐375‐16,500 as per 5th CPC.   MBA Degree (awarded by a recognized University) should be a regular degree (not through distance learning) in HR / Finance / Banking / Marketing / Business Administration / Public System Management.** OR   Post Graduate** with 16 Years experience in Group A* Services out of which 2 years experience in PB3 of Rs. 15600‐39100 with Grade Pay of Rs. 7600 as per 6th CPC/erstwhile scale of pay of Rs. 12,000‐375‐16,500 as per 5th CPC. OR Scientists (M.Sc.**) with 16 Years experience in Group A* Services out of which 2 years experience in PB3 of Rs. 15600‐39100 with Grade Pay of Rs.7600 as per 6th CPC/erstwhile scale of pay of    Rs. 12,000‐375‐16,500 as per 5th CPC and having demonstrated administrative experience in managing scientific projects.    OR   Graduate** with 18 Years experience in Group A* Services out of which 2 years experience in PB3 of Rs. 15600‐39100 with Grade Pay of Rs. 7600 as per 6th CPC/erstwhile scale of pay of Rs. 12,000‐375‐16,500 as per 5th CPC. (ii) Candidate Should have held responsibilities of Head of  dministration/Accounts/Purchase & Stores, and above, for at least 2 years. In case of Scientist, candidate should have demonstrated administrative experience in managing scientific projects.   (iii) Administrative experience in scientific laboratories and knowledge in office automation, computerization and IT is desirable. (iv) Candidate Should have good understanding of the service rules and administrative procedure of the Government of India.   (v) Proficiency, both written and spoken, in Hindi and English is desirable.*  Group A services means services in PB3 of Rs. 15600‐39100 with Grade Pay of Rs. 5400 and above as per 6th CPC/ erstwhile scale of pay of Rs. 8000‐275‐13500 and above as per 5th CPC. ** MBA/Post Graduation/Graduation should be a regular degree (not through distance learning) in First Class as awarded by a recognized University. In case of only CGPA, 6.5 CGPA and above will be considered equivalent to First Class.
  2. Essential  Conditions :‐Experience in the Areas of Administration, should have been obtained after possessing the qualifying degree as noted above for different criteria.
  3. Age limit:  Not more than 50 years as on 30/06/2014.   Age Relaxation for various categories is as follows.    SC/ST: 5 years ; OBC:3 years;   Candidates with 40% or more physical disabilities: 5 years (This is over and above relaxation of 5 years and 3 years for SC/ST and OBC respectively).    Ex‐Servicemen: Age relaxation to the extent of period of service in Army, Navy and Air Force plus three years, and,   Five years for employees of Central Govt/Autonomous bodies/PSU and PRL (internal candidates). In all the above cases, the selected candidate will need to have at least 5 years for service as Registrar w.e.f. 1st October, 2014
  4. Pay Scale: Pay Band 4 (PB4) of Rs. 37400‐67000 with corresponding Grade Pay of Rs. 8700 plus allowances admissible to the Central Govt. Employees. The total emolument at the minimum of scale is Rs 1,07,820/‐ (inclusive of Dearness Allowance, Transport Allowance and House Rent allowance applicable at Ahmadabad) per month at present. Pay protection for those, already in this grade will be admissible as per Government of India rules.

No application will be accepted after this date & time.   Candidates in employment under Central/State Government, Public Sector Undertakings, Autonomous Bodies or any organisation funded by Govt should provide No Objection Certificate at the time of Interview, without which the candidate will not be interviewed and no TA will be paid.

Selection Process :  There will be an initial screening based on the online applications. The criteria for screening would include factors such as percentage/grades obtained in qualifying degree , experience, etc or any other criteria as decided by the Director, PRL. In case of large response received, number of candidates to be short listed for interview will be restricted to a reasonable number as decided by the Director, PRL. Reference letters may be sought and hence names of three referees familiar with thecandidates work should be provided in the on‐line application. The screened‐in candidates will be interviewed by a selection committee. The candidates will be notified of the result in due course. The candidates scoring 60% or more marks in interview shall be considered as suitable for selection in order of merit.Screened in candidates will have to produce all relevant original documents in proof of details furnished in their on‐line application, at the time of interview.
