Applications are invited for Engagement of NABET Qualified Functional Area Expert (FAE) for carrying out EIA studies on Contract basis from the eligible candidates as mentioned below for its offices located at Noida, Baroda & Sindri and for the project sites all over India as per requirement.

PDIL shall inform in writing to engaged personnel for the jobs to be carried out from time to time during the tenure of the contract and all engaged personnel have to strictly adhere to the schedule given by PDIL for timely completion of jobs.

EXPERIENCE / JOB KNOWLEDGE REQUIREMENT

The candidate should have Minimum 5 years Experience as subject expert in preparation of EIA report preferably in following project sectors.

Sector 16- Chemical Fertilizer
Sector 27- Oil and Gas transportation pipeline,
Sector 28- Isolated storage & handling of Hazardous chemical
Sector 29- Airports

All Functional Area Experts should have in-depth knowledge and understanding of the relevant Acts & Rules pertaining to their areas of expertise and involvement in preparation of EIA Reports.

1. Functional Area Expert(FAE )-Hydrology, Ground Water & Water Conservation(HG):
Specific experience should include

i. Analysis of surface hydrological data pertaining to flow fluctuation, estimation of flows at 10, 50 and 90 percentile levels; setting up and interpretation of gauging station readings, designing of ground water table measurement and monitoring network, computation or ground water recharge, flow rate and direction.
ii. Plotting of ground water contours.
iii. Analysis and description of aquifer characteristics e.g. permeability, transmissivity, storage coefficient etc., estimation of groundwater potential and recharge phenomenon, determination of impact of withdrawal of groundwater.
iv. Preparation of water budget for an area.

It is also expected that the expert has the following knowledge/experience:

i. Adequate knowledge of EIA Legislation process in India
ii. Contribution to EIA documentation
iii. Understanding of policies, guidelines and the legislation related to Ground Water

Training (Preferable)
Specialized training/ course on impacts on hydrology & ground water from/ by developmental projects.

2. Functional Area Expert (FAE)-Geology (GEO):
Specific experience should include

i. Geology and Geo morphological analysis/ description
ii. Stratigraphy/ Lithology
iii. Vibration analysis in relation to mining operations.
iv. Developing geological maps.
v. Mining plan development incorporating environmental aspects like top soil preservation, waste dump management, reclamation/ rehabilitation of mined out areas run off management etc.
vi. Environmental impacts of 3 phases of mining – exploration, exploitation and post mining stages

It is also expected that the expert has the following knowledge/experience:

i. Adequate knowledge of EIA Legislation process in India
ii. Contribution to EIA documentation
iii. Understanding of policies, guidelines and the legislation related to Mining.

3. Functional Area Expert (FAE)-Soil Conservation (SC):
Specific Experience should include

i. Sampling, analysis and characterization of soil
ii. Assessment of fertility/ productivity of soil
iii. Assessment of impact of gaseous, liquid & solid pollutants on soil
iv. Management of soil salinity
v. Remediation of soil pollution/ contaminated soils

It is also expected that the expert has the following knowledge/experience:

i. Adequate knowledge of EIA Legislation process in India
ii. Contribution to EIA documentation
iii. Understanding of policies, guidelines and the legislation related to the subject area

Training (Preferable)
Assessment of soil contamination and remediation techniques

General Note –

Training should be relevant to the sector/s for ECs and area/s of expertise for FAEs. The duration of the training should be minimum 3 days and conducted/ organized by Universities, Research Institutes, Professional Bodies, Industry Associations or other recognized organizations.

ENGAGEMENT CONDITIONS:

(1) The experts shall be considered confirmed by PDIL only after approval of the engaged experts by QCI-NABET for category A projects.
(2) The experts would be required to visit the project site or other place in the interest of the project job, as & when found necessary.
(3) Expert has to devote sufficient time at PDIL Noida office to complete the assigned project job in the scheduled time period.
(4) The experts would be required to participate in the meetings called by various statutory bodies as and when required.
(5) The experts will be required to submit the minutes of the accreditation committee meeting of NABET, QCI declaring the candidate as an engaged expert in the relevant functional area.
(6) The experts should also submit NOC with regards to empanelment from the parent organization, if applicable.

GENERAL TERMS & CONDITIONS:

  • 1. All above qualifications should be full time & from recognized University/Institute. Minimum qualifying marks in qualifying exam shall be 60% (55% for SC/ST)
    Wherever CGPA/OGPA or letter grade in a degree is awarded, equivalent percentage of marks should be indicated in the online application form as per norms adopted by the University/Institute. The candidate will have to produce a copy of these norms with respect to his/her University/Institute at the time of Interview.
    All above qualifications should be from an UGC/ AICTE recognized University/Institution. Qualifications conferred by institutions like The Institution of Engineers (India), Indian Chemical Society, Indian Institute of Metals, Indian Institute of Chemical engineers and IISWBM which are recognized as equivalent to the above in respective fields by the Central or State Governments, will also be accepted .
  • 2. Government guidelines with regard to SC/ST/OBC/PWD/Ex. Servicemen candidates shall be applicable. If the SC/ST/OBC/PH certificate has been issued in a language other than English/Hindi, the candidates will be required to submit a self certified translated copy of the same either in English or Hindi.
    Please note that the candidates seeking benefits of reservation under OBC (Non-Creamy layer) category must submit the certificate in appropriate format with heading “FORM OF CERTIFICATE TO BE PRODUCED BY OTHER BACKWARD CLASSES APPLYING FOR APPOINTEMNT TO POSTS UNDER THE GOVERNMENT OF INDIA”.
    The OBC (Non-Creamy layer) certificate issued by the competent authority in the above referred prescribed format should not be older than 06 months as of cut off date (31.07.2014) i.e. certificate issued on or after 01.02.2014 are only valid for the purpose.
  • 3. All candidates should have basic knowledge of working in Computers, MS Office and relevant specialized software.

  • 14. Duration of Contract – Three Years .
  • 15. Termination/Extension of the Contract: PDIL reserves the right to terminate the contract with Three month notice and also extend the contract at the sole desertion of management.
    The personnel engaged under said category, who wishes to leave PDlL, shall be required to serve 03 (Three) months notice in writing or shall deposit three months’ amount of consolidated remuneration in lieu thereof. However, the matter regarding release before completion of notice period will be at the sole discretion of the management. The company reserves the right to terminate the contract at any time by giving a notice of 03 (Three) months I salary in lieu of notice period, without assigning any reason for such termination.
  • 16. Transfer- The selected candidates can be transferred to anywhere in INDIA as per job exigencies

  1.  Duration of Contract – Three Years for all posts except for Resident Engineer GR-II which is for 1 year.
  2. Termination/Extension of the Contract: PDIL reserves the right to terminate the contract with Three month notice and also extend the contract at the sole desertion of management. The personnel engaged under said category, who wishes to leave PDlL, shall be required to serve 03 (Three) months notice in writing or shall deposit three months’ amount of consolidated remuneration in lieu thereof. However, the matter regarding release before completion of notice period will be at the sole discretion of the management. The company reserves the right to terminate the contract at any time by giving a notice of 03 (Three) months I salary in lieu of notice period, without assigning any reason for such termination.
